Cowlitz PUD serves electricity to 47,900 residential, commercial, industrial and street lighting customers. We also provide water service to about 3,800 Longview-Kelso area customers. That system is operated and maintained by Beacon Hill Sewer District.

Public Purposes and Renewables
Cowlitz PUD invested $1.9 million in a variety of residential, commercial and industrial energy conservation programs in 2007. The PUD utilized Bonneville Power Administration (BPA) conservation program funding.

During 2007, 600 PUD residential customers received a Senior or Disabled Discount Rate for qualified, low-income customers age 65 and over. We also joined with the Lower Columbia Community Action Council(CAP) again to offer the Warm Neighbor program, which is funded by the voluntary donations of PUD customers. About $30,000 was raised, which CAP distributed to qualified, low-income residential electric users in the county.

Cowlitz PUD has joined with three other consumer-owned utilities - Klickitat PUD, Lakeview Power & Light (Lakewood, WA) and Tanner Electric (North Bend, WA) to initiate financing and construction of the 205 MW White Creek Wind Project in Klickitat County, WA. It began operating in November 2007. Cowlitz PUD purchases 46% of the project output.

About 95 customers participated in the PUD's Renewable Resource Energy program, which offers an opportunity to support the development of green power in the region by voluntarily purchasing “green tags” at a monthly cost of $2.00 per 100 kWh.

Tax Recap
The District’s total tax bill for 2006 was just over $10.7 million, which was collected from customers via utility bills and paid to the appropriate state or local government. This represents about 6.1% of Cowlitz PUD’s total 2006 expenditures and includes:

Fuel Mix
Cowlitz PUD buys over 90 percent of its wholesale power from Bonneville Power Administration. The majority of the BPA power comes from the Columbia River system hydroelectric projects. BPA also sells the output of the Columbia Generating System (nuclear plant) near Richland, WA, and makes miscellaneous energy purchases on the open market, which may include resources other than hydro.

The rest of the PUD’s power comes from its own Swift No. 2 Hydroelectric Project on the Lewis River (near Cougar, WA), and from the mid-Columbia River hydro projects owned by Grant PUD.
