As set by state law, Cowlitz PUD is governed by an elected board
of three commissioners. Each commissioner represents a defined
geographic section of the county. Their terms are six years. It
is the Board's responsibility to set utility policy and to hire
and oversee the work of the general manager.
The Cowlitz PUD Board of Commissioners meets on the second and
fourth Tuesday of each month at 2:00 p.m. in the PUD Auditorium
at 961 12th Ave in Longview. These meeting are open to the public
and customer participation is encouraged.
Buz Ketcham
District 1 (Kelso, South Cowlitz County)
Buz Ketcham has served as a Cowlitz PUD
Commissioner since 2003. He retired from Longview Fibre in
2004, where he was the Supervisor of Engineering for the
Paper Mill Section. His education is in electrical
engineering. Buz and his wife Wanda live in Kalama.

Ned Piper
District 3 (West Longview, North Cowlitz County)
Ned Piper has been a PUD Commissioner since
1992 and is currently serving his third term on the board.
Piper, an AFLAC Associate, is a lifelong Longview resident.
He is a past president of the Washington PUD Association.
Ned, his wife Sue and son Perry live in Longview.

Mark McCrady
District 2 (Longview)
Mark McCrady took office as our newest PUD
Commissioner on January 1, 2007. McCrady is a Maintenance
Planner at Longview Fibre, where he has worked since 1975.
He served on the Longview City Council from 1993 to 2005 and
was the city’s mayor from 2002-2005. He and his wife Theresa
have two sons, Seth and Kyle.
