Assistance programs through Cowlitz PUD

Warm Neighbor

  • Unlike the federally funded Low Income Home Energy Assistance Program (LIHEAP, described below), the Warm Neighbor Funds have less restrictions on who can be awarded funds. Many of our customers live above the federal poverty level but still have trouble meeting their day-to-day expenses. Offering a program like Warm Neighbor extends our ability to help our customers in need.

Senior and Disabled Discounts

  • A discounted electric rate is available for Cowlitz PUD customers who meet federal low-income standards and are over age 62 or receive a disability income and qualify for special parking privileges, or are blind, disabled, handicapped or incapacitated as defined under the Revised Code of the State of Washington (RCW).

Low Income Home Energy Assistance Program

  • A federally funded grant that provides money to help low income households make home heating more affordable during the winter months. It also helps to avoid shutoff of utility services.
