Cowlitz PUD Electrification and Appliance Program
Did you know not all heat pumps are created equal? During extremely cold temperatures, some heat pumps switch to a backup heat source, which is about as efficient as baseboard, wall, or electric coil ceiling heat.
The solution? Cold Climate Heat Pumps. These heat pumps operate in colder temperatures than traditional heat pumps, eliminating the need for backup strip heat.
Three Paths to Participation
Cowlitz PUD is offering three programs for you to take advantage of upgrading your heating and air conditioning system to a cold climate heat pump.
Available Programs
Program 1 features fully-subsidized grants for equipment and installation for households up to 80% of the median income. Panel upgrades are also covered when required by upgraded equipment.
- Participants who currently have a heat pump or forced-air furnace could qualify for a ducted cold climate heat pump.
- Participants who currently have electrical zonal head (such as baseboard, cadet heater, or electric coil ceiling heat) could qualify for a ductless cold climate heat pump.

Steps to Participate
- Submit HEAR application to the PUD.
- Sign-up for a free home energy audit.
- Work with a PUD contractor to identify recommended equipment and/or appliances.
- Contractor installs the equipment.
- Participate in all final equipment inspections.
- Enjoy lower electricity bills for the life of the equipment.

Program 2 grants rebates for cold climate heat pumps and heat pump dryers to households between 81% and 150% of the area median income.
- Participants who currently have a heat pump or forced-air furnace could qualify for a ducted cold climate heat pump.
- Participants who currently have electrical zonal head (such as baseboard, cadet heater, or electric coil ceiling heat) could qualify for a ductless cold climate heat pump.

- Participants who currently have a heat pump or forced-air furnace could qualify for a ducted cold climate heat pump.
- Participants who currently have electrical zonal head (such as baseboard, cadet heater, or electric coil ceiling heat) could qualify for a ductless cold climate heat pump.

The Cowlitz PUD Home Electrification Program is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.
