The Energy Independence Act (EIA) requires the District to perform a Conservation Potential Assessment by January 1 of every even-numbered year with the focus on the 10-year potential and 2-year target. On November 26, 2019, Resolution No. 2763 was adopted by the board to authorize the District’s updated ten-year conservation potential of 41.44 aMW for 2020-2029 and updated biennial target 6.93 aMW (60,707 annual MWh) for 2020-2021. In 2020, the District elected to re-evaluate the CPA due to the economic downturn associated with the COVID-19 pandemic resulting in lower market prices and reduced demand for energy efficiency projects at many commercial businesses and some large pulp and paper mills. Staff recommends the board approve Resolution No. 2770, the District’s revised CPA for 2020-2021 with a pro-rated two-year target of 5.34 aMW.
